The O-CEI project, part of the Horizon Europe programme, is on a mission to transform Europe’s digital infrastructure into a sustainable and energy-efficient ecosystem. As the demand for data-driven services grows, so does energy consumption, operational cost, and environmental impact. O-CEI addresses these challenges by creating an open Cloud-Edge-IoT (CEI) platform that fosters collaboration, ensures security, and drives efficiency across industries.
A Platform for Sustainability and Innovation
O-CEI is developing a platform that integrates cloud, edge, and IoT technologies into a seamless continuum. This ecosystem will enable real-time data sharing, interoperability, and energy flexibility, while promoting standards and scalable business models. The project’s work is grounded in six strategic verticals: electricity grids, agriculture and agrifood, mobility, urban areas, telco, and logistics.

To demonstrate its impact, O-CEI is implementing large-scale pilots across Europe, testing solutions such as renewable grid optimization, smart electric vehicle charging, energy management in ports, sustainable dairy farming, and precision agriculture. Explore more about the 8 pilots here.
XLAB’s Role in O-CEI
As a trusted innovator in automation and cybersecurity, XLAB is leading the project efforts towards integration of secure, trustworthy and resilient O-CEI platform and blueprints. Our work focuses on:
- Establishing a secure DevSecOps pipeline for the platform
- Developing a DevSecOps pipeline to support blueprint development, deployment, and configuration
- Contributing to O-CEI platform security and resilience with advanced automation (IaC Scan Runner, enterprise edition is Spotter) and anomaly detection technologies (LOMOS).
Spotter: Secure Automation at Scale
To support security and trustworthiness of O-CEI’s infrastructure, XLAB brings in Spotter, its enterprise-ready tool for secure automation. Spotter ensures infrastructure is deployed and managed using Infrastructure-as-Code (IaC), with built-in security and compliance checks. By embedding Spotter into the project, O-CEI gains a reliable foundation for safe and efficient system deployment.
LOMOS: AI-Powered Anomaly Detection
Complementing automation, XLAB also contributes LOMOS, an AI-based runtime anomaly detection system. LOMOS continuously learns from system behavior and identifies unusual patterns that could be potential security threats. This proactive approach strengthens the resilience of O-CEI’s distributed infrastructure.
